Rotate enters air cargo compliance with new screening software, built alongside major cargo airlines

Today, Rotate announced its latest addition to its software portfolio, Rotate Compliance, a screening platform for air cargo now in co-development with cargo teams at several of the world’s largest airlines. The product marks Rotate’s entry into cargo compliance, with general availability expected in the first quarter of 2027. This will be Rotate’s first product for cargo operations, extending a software portfolio that until now has served commercial and strategic decision-making at airlines, airports, forwarders, and ground handlers. Rotate acquired the “Cargo Intelligence” software assets of the former Netherlands-based SaaS provider Pandora Intelligence earlier this year. Rotate is rebuilding the software with a modernized tech stack and refreshed UI, enabling additional compliance checks, process flows and a lower cost base.

Delivering compliance software designed specifically for air cargo

Through interviews and workshops with several cargo carriers, Rotate Compliance uniquely solves three key requirements raised from the group. 1. Contextualized screening for improved results: Matching parties against sanctions lists alone is no longer enough. Rotate Compliance screens parties together with shipment descriptions, routings, and other attributes, delivering more accurate results and fewer false positives. 2. Processes built for air cargo: Air cargo compliance teams work against the clock, with limited time between receiving a booking or its documents and the flight’s departure. Rotate Compliance is designed around those operational processes, combining live message streaming, due diligence workflows, and an interface built for cargo teams so checks can be completed efficiently. 3. Cost efficiency at scale: Compliance costs often rise in step with cargo volumes, putting pressure on budgets as operations grow. Rotate Compliance runs on the same modern tech stack that powers Rotate’s commercial products, giving it a leaner cost base that supports competitive pricing and ongoing investment in new capabilities.

Rotate CEO Ryan Keyrouse commented: “For years, Rotate has helped airlines make better commercial decisions through our market data, software, and strategy consulting. Compliance is a natural next step: it sits at the heart of every shipment, and cargo teams have told us clearly what they need from compliance software. Rotate Compliance brings our understanding of air cargo into the operational side of the business.” At the time of this announcement, software testing is already underway with a major all-cargo carrier using real air waybill data to validate results. Rotate and its co-development partners have designed an extensive product roadmap, including integration with cargo management systems and expansion beyond airlines to an offering for freight forwarders.

Rotate Vice President and Head of Product Fabien Balouzet commented: “We sat with compliance analysts and watched where their time went. Most of it went to proving a shipment wasn’t a problem. Rotate Compliance is designed to give that time back by looking at every attribute of a shipment, not just a name on a sanctions list.”
